Community Residential Homes

In cooperation with the Centers for Medicare and Medicaid Services (CMS), Florida has established a way for private individuals or agencies to establish residential homes for developmentally disabled individuals in single-family homes licensed by the Agency for Persons with Disabilities (APD).

Residential homes are defined as a facility providing room and board, activities of daily living, and personal care services for persons who have developmental disabilities in a home like setting. There are several categories of residences. New providers will operate a “Foster Home” or a “Group Home.”

An APD licensed Foster Home may have up to three residents, usually with a live-in caregiver.

An APD Group Home may have up to fifteen individuals, but the majority of these homes are licensed for up to six residents.

All APD licensed facilities are regulated by Florida Statute 393. The facility licensure requirements are in section 393.067 F.S.
