It’s a new month, and I finally have enough time to work on this website. Now that the pages are connected, I need more content, and will try to update things at least monthly.
We have been assisting a number of people new to APD. Provider enrollment, and group home applications have been keeping us busy. We’ll have to start posting some of the stories.
I will also start listing the jurisdictions we have worked in and what special requirements they have, like sprinklers. Watch this space.

Mitch Turner worked for State of Florida agencies: Department of Children and Families (DCF), Adult Protective Investigator (10 yrs); Department of Health (DOH), Medical Malpractice Investigator (6 yrs); Agency for Persons with Disabilities (APD) Specialist, monitoring community residential homes (5 yrs). He retired in 2019, and founded All Provider Services LLC. He has a unique overview of the issues faced by APD providers.
Anne Hendon retired from APD in 2024 after 38 years of service. She served in a number of areas, including case manager, consumer eligibility/intake, waiver liaison, enrollment specialist, provider trainer, and contact person for a variety of initiatives. Prior to APD she worked directly with disabled individuals and as a program director for private agencies. She is widely known and respected in the developmental disability community.
We are now consulting with and advising providers of services and applicants to APD. Operators and applicants for group homes can get everything from answers to their questions to complete processing of applications and forms.
