Comprehensive Emergency Management Plan

All licensed facilities — including Adult Day Training facilities, foster homes, group homes, and residential habilitation centers — must prepare and maintain a Comprehensive Emergency Management Plan (CEMP) under Florida Statutes §393.067 and Rule Chapter 65G‑2.010, F.A.C. The Agency for Persons with Disabilities (APD) provides a CEMP Criteria Document to outline the minimum requirements for compliance.

The Comprehensive Emergency Management Plan is a detailed account of your organization, the facility, the clients, the potential hazards, evacuation procedures, alternative sites, and necessary supplies. A complete plan must be presented for each licensed facility address.

There are criteria and templates for residences and Adult Day Program facilities on the APD website. We can guide you through completing the plan, and/or review it before submittal to APD, or we can complete it for you.
